The Dark Agency

Narkissos first appeared in volume 1, chapter 1. He posed as the student Higashi at Minako's school, and told Minako she would be prettier if she put on a red ribbon on the back of her hair. Minako aimed to become his girlfriend, but abandoned the plan when it was revealed he was an enemy. He was destroyed by the newly awakened Sailor V's Crescent Beam.
Pandora first appeared in volume 1, chapter 3. She posed as an idol and had a 24-hour show on Channel 44. In order to gather people, she offered to give free signed CD's to all the boys who went to the studio to support her, while the ladies recieved free diamond rings. The day after the signing event, Pandora's plot of brainwashing began. She was destroyed by Sailor V's Crescent Beam.
Petite Pandora first appeared in volume 1, chapter 4. She is the younger sister of Pandora and seeked revenge against Sailor V for killing her sister. She disguised herself as a pretty model and her trademark was "the world's cutest wink". She turned handsome boys into her slaves using her lovely wink. She left a challenge for Sailor V at the police department and awaited her arrival. Petite Pandora was eventually defeated by Sailor V's Venus Power Love Crescent Shower.
Dark Guys first appeared in volume 1, chapter 5. They posed as an idol group consisting of triplets and also had two younger sisters, the Twin Dark. They were actually clones created by Fluorite and were eventually killed by Sailor V.
Twin Dark first appeared in volume 1, chapter 5. They posed as an idol group consisting of two female twins and were the Dark Guys younger sisters. They were actually clones created by Fluorite and were eventually killed by Sailor V.
Dark Shizuka-hime first appeared in volume 1, chapter 5. She posed as a karaoke singer and quickly became very popular. She was called the salaryman's goddess and was actually a clone created by Fluorite. She was eventually killed by Sailor V.
Fluorite first appeared in volume 1, chapter 5. She sent out the cloned copies Dark Guys, Twin Dark and Shizuka-hime to gather energy, and had also been in charge of the previously defeated Pandora and Petite Pandora. She could be seen talking to their leader, Danburite, and was later killed by Sailor V's Venus Power Crescent Shower of Love.
Cyberwarrior Girl Luga first appeared in volume 1, chapter 6. Her plot was to use a video game titled "Cyberwarrior Girl Luga" and drain the energy from the people who played it. The game quickly became extremely popular, and soon fights broke out over it. Amano borrowed the game, and Luga appeared after he experimented with the software. Sailor V approached her, but was sucked into the game. With the help of Amano, Sailor V managed to defeat her using Crescent Beam.
Hibiscusy first appeared in volume 2, chapter 7. She was part of the Dark Agency's Hawaiian branch and targeted Japanese tourists. She posed as the chief stewardess of the Dark Air System going to Hawaii. When she overheard Natsuna speaking about Sailor V going to Greece instead of Hawaii by mistake, she decided to change the plane's course towards Greece. While searching for Sailor V, she used a special camera to drain the energy from people. Sailor V ruined her evil plot and defeated her with Venus Power Crescent Shower of Love.
Vivian first appeared in volume 2, chapter 8. She claimed to be the president of the Dark Agency and posed as a gang leader. Her plot was to aquire the strong energy of all the gangs in Japan, but Sailor V stopped her. She was destroyed by Sailor V using Venus Power Crescent Shower of Love.
DeBrine first appeared in volume 2, chapter 9. She decided to take care of the Dark Agency's fund raising, and held courses to help overweight girls get their ideal bodies, stealing their energy in the process. In order to make all girls overweight, she created a special candy called Rainbow Chocolate. Sailor V sneaked into the Este de Brine building where she resided, and defeated her with Crescent Slender Beam.
Liquid Founda, Powder Founda, Water Founda, and Solid Founda first appeared in volume 2, chapter 10. They were four completely identical women who opened a fashion building titled "Heroine". They offered goods that would fulfill girls wish to become a beautiful heroine. Sailor V uncovered their evil plot, but was unable to defeat them. They met their demise at the hands of Kaitō Ace.
Princess Linlin first appeared in volume 3, chapter 15. She called herself "the beautiful heart of the Dark Kingdom", and used Kaitō Ace as bait in order to bring out Sailor V. She plotted to brainwash and steal the energy of the people of China, but failed as she was defeated by Sailor V's Venus Love Megaton Shower.
Danburite first appeared in volume 3, chapter 15. He is the leader of the Dark Agency and a follower of the Four Heavenly Kings of the Dark Kingdom.He disguised himself as the idol Saijō Ace (saijō means "best") who played Kaitō Ace (kaitō means "mysterious thief") in a tv show. He acted as the girls best friend by giving them stolen jewelry, went on dates, gave away dresses, did their homework and looked for lost pets. He invented a beauty candy and saved Sailor V several times.

At the end of the manga, he revealed his true identity as Adonis, and the mark of Venus appeared on his forehead. He said that they were supposed to love one another and that he was her mystical lover. He told her that she did not know him, and that he used to be a miserable soldier in a remote reigion in his previous life. Upon meeting her, he thought that if he could change fate, the two of them may fall in love. But he said he had come to realize there only was one destiny, and had chosen to follow the Dark Kingdom as Danburite. Upon attacking her, he lost his life, telling her final love fortune before he was disintengrated.
